Why would you want to lower your warning level? Do you mean you want to pay for a green bar again?

I will assume that was a yes to my second question. It costs 500 WP per level that you raise your warning bar. You only have enough to raise it one level which should put you in the yellow. But again, if you have read through the shop, it also says:

Now to answer your question, yes you are allowed to raise your warning level back up since you are not on a one-strike rule.
