I realized that it was only 10 secondfs, but I honestly think it should be raised to 30 seconds, because a lot of spam could still pick up currently.

What do you mean? Like the time between posts?

It could happen, but it wouldn't. If someone posted that fast it'd be a really short, unthoughtful message and that's only a loss for them, because people will start to get annoyed with them. I don't really think its necessary right now :/

Don't worry; if they did, they'd be disliked by all firstly, and secondly, they'd be banned or severely punished if they spammed to that severity. Their registration form has to be approved by Dragonclaw too (I think) so if they're a total loser then they wouldn't be accepted.
