No, like Sunbeam said, Bot is a controlled by the WCF tech team, I believe. He acts as an administrator when Dragonclaw hasn't been on in a while. He does what Dragonclaw can do

To answer he other half of your question, Lunar, I'm pretty sure Bot is a human. (Just another person Draggy or StarClan know in real life.)
